I must tell you that you are not supposed to remove the catalytic converter.
That being said, If the converter is in good working order, it does very little to restrict exhaust flow. The newer cats are even more free flowing than the older ones.
21 mpg is quite respectable for such an old car. If you want better mileage, buy a smaller car that is newer.
